In 1986, Charles obtained a Diploma in General Engineering from l’Université de Moncton.  In 1988, he further pursued his studies completing a Bachelor’s Degree in Applied Sciences in Civil Engineering from l’Université de Moncton.

His working career began with the Federal Government in early 1988 as a Project Engineer with Defence Construction Canada.  For the next three years, he worked in several military bases in the Atlantic Provinces.

In August 1991, he joined the New Brunswick Housing Corporation as Chief Engineer in Fredericton, NB.  In 1996, he assumed the responsibilities of Director of the Housing Services Branch within the department of Municipalities, Culture and Housing.

From 1996 to 2009 he has assumed several positions at the Executive Director level in various provincial departments in the area social programming.

In August 2009, Charles joined Service New Brunswick as the Executive Director of Property Assessment Services.

In April 2016, Charles accepted the position of Executive Director of Registries at Service New Brunswick.  In his current role, his responsibilities include providing strategic oversight and direction for all four registries comprised of Land, Corporate, Personal Property and Vital Statistics.
